The international independent fact-finding mission on the Bolivarian Republic of Venezuela reported allegations of reprisals since 2021 against Mr. Franklin Caldera Cordero due to his cooperation with United Nations human rights representatives and mechanisms on the situation of his son, Lieutenant Franklin Caldera Ortiz. 41 102. During the consideration of the fifth periodic report of the Bolivarian Republic of Venezuela, the Human Rights Committee noted reports that human rights defenders who had travelled to Geneva to participate in the review had been interrogated by the National Intelligence Service.42 103. The United Nations High Commissioner for Human Rights noted continued restrictions on civic space, including restrictive legal frameworks that limited the work of civil society organizations.43 That environment had reportedly intensified the fear of reprisals and inhibited cooperation with the United Nations in the field of human rights. Following the decision of the Government in February 2024 to suspend the activities of OHCHR in the country,44 human rights defenders and civil society organizations reportedly had to restrict their human rights activities. 104.
