The Human Rights Division of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) documented threats by the national security forces, non-State armed groups and other security personnel against human rights defenders and members of the population due to their cooperation with MINUSCA. Names and details of those concerned are withheld due to fear of further reprisals. China 57. In its opinion on the detention of Ms. Hang Tuan Chow, the Working Group on Arbitrary Detention referred to the reply of the Government of Hong Kong, China, and in particular to its statement that the proceedings against Ms. Chow were ongoing and that, therefore, any interference with her case would be a matter inconsistent with the principle of sub judice, and that, under common law, publishing statements that were intended to interfere with or obstruct the due administration of justice or perform acts with the same intention may constitute “criminal contempt of court”.34 According to information received by OHCHR, there are concerns that the submission by the source to the Working Group may give rise to criminal liabilities and constitute “criminal contempt of court”, as suggested in the reply of the Government. 58. In its concluding observations on the ninth periodic report of China, the Committee on the Elimination of Discrimination against Women included a recommendation on reprisals. During the fourth universal periodic review of China, two Member States put forward recommendations on reprisals for cooperation with the United Nations. 59. Annex II contains information on developments in the situations of two members of the international legal team supporting Mr. Jimmi Lai and his son Mr. Sebastian Lai; Ms. Li Qiaochu, Ms. Li Yuhan, Ms. Xu Yan, Mr. Yu Wensheng, Ms. Cao Shunli, Ms. Chen Jianfang, Ms. Wang Yu, Ms. Li Wenzu, Mr. Wang Quanzhang, Ms. Wang Qiaoling, Mr. Li Heping and Mr. Jiang Tianyong. 60. An Indigenous woman human rights defender and her close relatives received threats from an alleged non-State armed group, purportedly in connection with her participation in the pre-session of the universal periodic review of Colombia in August 2023.
