A/HRC/48/28 144. The COVID-19 pandemic has increased worldwide reliance on digital communication, offering opportunities for enhanced access to, and engagement with, the United Nations. However, risks have also emerged, including through expanded digital surveillance and coordinated online attacks by State and non-State actors, increasing the potential vulnerability of individuals and organizations to intimidation and reprisals. The exclusion of underrepresented populations and communities, in particular those affected by the digital divide and other barriers, must also be addressed. I encourage all United Nations entities to reflect on appropriate digital security precautions and ways to allow for more inclusive cooperation. 20
