The Independent International Fact-Finding Mission on the Bolivarian Republic of Venezuela noted that the investigation leading to the drafting of its report “faced a series of limitations, in particular security concerns, including victims’ fear of reprisals”.66 116. The 2022 United Nations Country Annual Results report on Viet Nam noted that the space where civil society organizations operate has narrowed with the exercise of greater government control over their activities, discouraging civil society organizations from partnering with the United Nations.67 118. The arbitrary application of restrictive legislation has negatively impacted on the ability and willingness of civil society organizations to engage with the United Nations. Several long-standing United Nations civil society partners reportedly refrained from publicly engaging with human rights mechanisms, including during reviews by the Human Rights Committee and the Committee on the Rights of the Child, and in the preparations leading up to the fourth cycle of the universal periodic review of Viet Nam, due to fear of reprisals.
