OHCHR has received information about individuals requesting anonymity in their engagement with the United Nations due to fear of reprisals against them and their families. Multiple United Nations actors have raised concerns about the entry into force of General Law No. 1115 on the regulation and control of non-profit organizations and its arbitrary application, including the revocation of the legal personality of over 3,000 non-profit organizations. 97. The Committee against Torture decided to publish the report on the 2014 visit to Nicaragua of the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, noting incidents of reprisals, and fear thereof, in connection with its visit.56 98. Special procedure mandate holders addressed allegations of intimidation of Ms. Yana Tannagasheva, an Indigenous civil society representative, during the fifteenth session of the Expert Mechanism on the Rights of Indigenous Peoples by a representative of the Permanent Mission of the Russian Federation to the United Nations Office at Geneva and the subsequent removal of related content from the website of a partner organization.59 The Committee on the Elimination of Racial Discrimination recommended that the State party conduct effective, thorough and impartial investigations into all reported cases of intimidation and reprisals.60 104. 105.
